Since they’ll be the “traders” in this case prices might even go down.
EDIT…can anyone tell me about Green Mountain Energy ?

Can’t tell you aboutgreen mountain…

But empirical examples from Europe and prior U.S. cap’n’trade operations (including SO2 in the 1990s) show that it will make pollution a choice in consuming and production and increase ‘greener’ choices by both consumers and producers in order to lower costs.
